House is disgusting / rats coming from shed area and side of house

I live across the street from this home I can see directly into thier driveway and opened shed / garage. Many times I have come out and seen rats, raccoons and skunks on this property frequently just crossing the street and onto my property and coming up the opposite side of Elaine terrace this has been a problem for years.this property needs the health dept and LCI and a slew of other agencies. LCI has been to the property before but it continues on.the house is on the corner of Elaine terrace and john st. The neighbors and neighborhood are tired of this property and its inhabitants and there blatant disregard for our community and health
