Private Property Issue

Homeowner does not live in the home but rents out 4 ,sometimes 5 separate rooms/ charges weekly. The back deck has collapsed over 2 years ago and is still hanging from the back of the house. Trash is almost never taken out and the yard is now full of garbage ,rats and raccoons shredding up trash all over the property. The home is falling apart plants are growing into the house back soffit rotted away and filled of birds living in the soffit. Have worked with the homeowner on issues in the past and not reported him but he no longer takes care of the home and he has not been seen in over 6 months.
