Private Property Issue

My neighbors yard; I’ve asked him several times to address issue to no avail. He stated I should put up another fence. I remove my fence because of damage from pile getting so big. It pushed my fence from the post. It looks to be bulk trash from his remodeling projects. He always say a little a time. We removed the fence 3-4 wks now. He has done absolutely nothing. My home sits on the corner of Grafton & Rowe are backyards face each other you can see the blight from Rowe st. We have seen mice; possums and skunk. He shows no concern whatsoever. Please assist
