Multi-unit apartment building. Without fail, it takes this landlord 48 to 72 hours to gather all of their trashcans and recycling bins after trash day. They are left blocking the sidewalk, falling into the street, generally causing a hazard for pedestrians and especially the disabled. They also often leave full cans of trash and recycling in place for weeks, causing trash to spill on and off the property, and attracting rats, raccoons and other pests.
