Missed Trash/Recycling

For two weeks, my trash has not been fully collected. I am missing one of my trash can as well. Whenever my garbage is collected my cans are not returned. I was able to get one of my trash cans back but the other was put at someone else’s house. So I have one trash can for a household of seven. I was told if needed, I could put the trash bags inside the recycling container and put it next to the trash can but the trash isn’t being picked up. So now the raccoons will be going through my trash and I will have to re-bag my trash and wait another week.
